Tax Credit for Charitable Donations?

Hello, I am wondering if anyone in this group is a tax expert? What would be the effect of creating a phased-in tax credit (not just a deduction) for charitable donations? It seems like we would be able to get rid of several social programs if we were to give a credit for those donations instead of just a deduction. This would bolster our economy tremendously, no?
